I really enjoy using this eyeliner. It is a fine powder which is similar to the consistency of loose eyeshadow. The color lasts longer than other eyeliners I've tried (before this, I tried various drugstore-brand pencils and gel). I even use it with my stage makeup!
One note--start with only the tiniest amount, even if you are applying it with a damp brush! It's extremely easy to build on if you want a little more color or a thicker line. If you try to put it all on in one fell swoop, you will end up with black powder under your eyes.
Finally, because you only need a little bit, it lasts a long time, so it's a much better buy than a "drugstore" brand. Thank you, Lucy Minerals!
